Perhaps because, at times, food can be extremely valuable and pleasant for many of us, so its significance, and thus the awfulness of wasting it, can easily touch us. But then there is the devaluation of food when we are full (it can even look repulsive after overeating), and the notion that others' leftover food is dirty and potentially dangerous.
